Job Description

Job purpose:

The Senior Logistics Officer is part of NPA Iraq’s Anbar office support team and leads the logistics department under the supervision of the NPA Iraq Logistics Manager. The position requires:

  • Good knowledge on logistics functions, systems and procedures.
  • Excellent coordination skills with all departments within NPA’s internal and external stakeholders. 
  • Good written and spoken English and Arabic language skills.
  • Familiarity with NPA’s Agresso software or commonly used computerized software, proficiency in Microsoft Office.
  • Attention to details and good communication skills.

 

 

Responsibilities:

General responsibilities:

The Senior Logistics Officer has the overall responsibility to manage logistics activities of Haditha office and other field offices in Anbar offices of NPA Iraq.

 

 
  • The post holder is responsible for all procurements, fleet, assets, warehouse and the management of NPA office, guest houses and other premises in the Anbar province of NPA Iraq.
  • Support logistics staff in Haditha, Ramadi and other offices in Anbar, and direct line management of Logistics Officers (Haditha & Ramadi), Fleet Officer and Logistics Asstt (Haditha).
  • The post holder shall act as the main point of contact for all matters related to logistics tasks & activities in Anbar and coordination with all teams and external stakeholders. 

Specific duties:

  • Ensure NPA logistics policies, procedures and guidelines are applied/complied with in conducting of all logistics tasks/activities.
  • Through consistent and regular follow up, ensure that efficient and transparent planning and management of all logistic activities and functions are carried out in Haditha, Ramadi and other NPA Anbar offices.
  • Oversee, support and follow-up with Logistics staff handling procurements for raised PRs in accordance with NPA and donor policies and procedures, in a transparent, accountable, efficient and cost-effective manner.
  • Provide support and advice, including for evidence-based planning and ensure that open and free competition for procurements is adhered to.
  • Identify opportunities for process-enhancement in relation to supplier engagement, conduct surveys of suppliers on a yearly basis and maintain the database of suppliers in Anbar updated.
  • Ensure that the Assets, TDI inventory, Stores in Anbar field offices are well managed. Updating of lists and reconciliation are done as per deadlines.
  • Ensure that all NPA assets and inventory items are well maintained and any issues of repairs/servicing and maintenance are raised in time.
  • Ensure that the inventory lists and stock reports are updated and shared with LM and other senior staff on a monthly basis.
  • Oversee the Fleet Officer in correct implementation of NPA’s fleet management guidelines/SOPs. Updating of the fleet management data, records and legal compliance documentation remains valid and up to date.
  • Ensure regular service for Anbar fleet is carried out in a planned and cost-effective manner. Vehicle equipment (tools, commodities, etc.), Ramadi workshop are in good condition and fit for use.
  • Fuel stocks are correctly maintained. Usage is correctly supervised, logged and recorded; and monthly reports on above are shared with the Head of Sub Office and the LM.
  • Conduct regular and random spot checks of physical stores and documentation, and computerized systems for quality and control, and ad hoc market visits based on procurements conducted or planned.
  • Maintain accurate filing systems, with documented and supporting records of action for all logistical activities for audit purposes, including hard copy and on Agresso system.
  • Monthly reporting to the Head of Sub Office and LM on all logistical issues in order to ensure proper and efficient management of funds and assets.  
  • Engage with freight forwarding, handling, clearance and local Customs agencies/ agents as and when necessary.
  • Organize transportation of NPA goods, assets & equipment from one office to another. The cargo is managed at all points of the supply chain, and all tracking and reporting documentation is maintained.
  • Interact with the Finance department on all cross-departmental matters, ensuring compliance with Finance guidelines for supplier payment, regular updates on issues requiring Finance intervention, and assisting with preferred supplier related topics.
  • Assist and support in planning and proposal development of new grants and proposals, providing input on market pricing, inventory/asset gaps and needs, and reporting as requested.
  • Proactively sharing information on team, departmental, and organizational requirements and attending relevant meetings.
  • Coordinate with Baghdad logistics team for support and other matters that need their facilitation and guidance.
  • Lead on coordination and collaboration with other Project-level departments, facilitating grant implementation, procurement planning and asset management in accordance with relevant policies and procedures.
  • Lead fair and efficient management of project-level department staff, including performance evaluations, leave management – including gap-filling, maintaining an open and professional team environment.
  • Lead and support capacity building of Project-level logistic staff, in close coordination with the LM.
  • Use computerized accounting software Agresso to perform various Inventory transaction and control system functions.
  • Any other task relevant to the department and role as requested by the LM or HoSO.


Required qualifications:

Must have:

  • Bachelor’s degree
  • At least 5 years’ experience working within logistics management; within the field of supply chain management (International and domestic procurement, tendering, contracting, clearance, transport, warehousing, etc.) fleet management and asset management.
  • Proven experience in preparing timely, complete and accurate reports.
  • Proven experience of the management of logistics at a senior level with demonstrated skills to build staff capacity in the areas of logistics management, supervision and monitoring.
  • Proven experience of the ability to plan for and conduct training in all areas of logistics for staff.

Desirable:

  • Academic study in logistics or completion of the Certification in Humanitarian Logistics program.
  • Experience in working with international NGO’s or UN agencies.
  • Prior experience working with logistics software solutions

Personal Competencies:

  • Ability to function under pressure with minimal supervision.
  • Strong organizational, negotiation and problem-solving skills with analytic approach.
  • Strong interpersonal, (time) management and leadership skills.
  • Ability to work in participatory manner with staff to assess needs, implement and monitor activities as well as to build staff capacity in the areas of logistics management, supervision and monitoring.
 
  • Ability to integrate and work well within multi-ethnic and multicultural teams.
