About the Project:

Mercy Hands is partnering with Save the Children and the Ministry of Education to implement the For School Access (FORSA) project in Kirkuk. The project aims to enroll 3,550 out-of-school children, including children with disabilities, by supporting schools to provide safe, inclusive, and quality education and addressing barriers to enrollment and retention.

Through this initiative, Mercy Hands will contribute to increasing access to education, strengthening school capacities, and ensuring that out-of-school children have access to protection services. The project aligns with the Iraq National Education Strategy and Sustainable Development Goal 4, complementing the Multi-Year Resilience Programmed (MYRP) by addressing immediate educational needs using data-driven approaches such as Waluku’s child tracking system.

Responsibilities:

• A Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer will manage the implementation of MEAL activities, and record project progress against indicators.
• At the beginning of the process, the MEAL officer will conduct interviews with key stakeholders, adopting a participatory approach.
• The direct beneficiaries will be consulted, to ensure that their need and interests are taken into accountant and are considered in the monitoring and evaluation process.
• The means of verifications used in this project will be designed based on the results of the interviews.
• Data collected during the monitoring and evaluation process will be analyzed by the MEAL officer, with support from the MEAL team. Monitoring will be conducted on regular bases for each activity, via field visits, observation, and beneficiaries’ interviews, to ensure quality and accountability that timelines of activities are observed, and that outcomes and outputs are achieved.
• Indicators will be measured using attendance sheets, interviews, photos and videos, satisfaction surveys, equipment delivery forms, quality control for any contract of services and evaluation forms (pre and posttests).
• The project activities will be readjusted - if necessary - based on the feedback of the beneficiaries interviewed.
• The MEAL Officer will make sure that means of verifications are ready (attendance sheets, diverse forms, satisfactory survey, pre and posttests).
• A QR code, email address and complaint box will be at the disposal of beneficiaries so they can freely submit complaints and comments regarding the project.

Specific skills, knowledge, and experience:

• Attention to detail.
• Ability to work independently and confidence to undergo household visits.
• Innovative, motivated and able to work under supervision.
• Diploma or Bachelor’s degree
• Proficient with MS Office (Excel, Word, outlook)
