Islamic Relief Worldwide (IRW) has been working in Iraq for more than 20 years. IRW-Iraq was amongst the few aid agencies those were on the ground since 2003. Islamic Relief Worldwide Iraq is implementing several projects in the sector of livelihoods, WASH, Education, and Protection.

JOB PURPOSE:

The Engineer Consultant assists Project manager with the development and implementation of the project activities, including project plans, policies and solutions and contributes to issue resolution and escalation, research, analysis activities and planning and monitoring activities in Thi Qar governorate.

Roles and Responsibilities:

• The Engineer Consultant will spend their time working in Thi Qar Governorate in a technical role. Th Engineer Consultant will focus primarily on WASH rehabilitation and need to be flexible to support the other programs activities.
• Preparing bill of quantities for designing, maintaining and rehabilitation of schools’ WASH facilities.
• Assessment of water and sanitation needs, available resources and the capacity of existing systems for targeted schools in Thi Qar governorates.
• Consulting with community representatives (including women) about access, design and management of water systems and sanitation facilities, as well as hygiene promotion needs.
• Assisting with operation of the water supply system ensuring that beneficiaries have sufficient water facilities.
• Monitoring schools’ water quality when needed.
• Design and implement sanitation systems for latrines, liquid and solid wastes including drainage.
• To participate in the need assessment to identify the most vulnerable schools in Thi Qar governorate to be supported with WASH activities.
• To work closely with the Project manager in planning for the project activities and share regular plan with project manager and Head of Programs as per request.
• Develop an implementation plan and ensure the effective tracking of the project.
• Develop an action plan strategy for the implementation stage of this project to ensure the effectiveness of a collaborative service system approach.
• Prepare progress reports, coordinate with stakeholders, monitor field activities, identify issues, support needs assessments, and provide regular reports.
• Perform assigned related task by the project management.
• Traveling to Erbil main office to attend the required workshops, trainings and other events for monitoring the school’s rehabilitation activities.

 ESSENTIAL:

A) EDUCATION/TRAINING

Required:

• Minimum of Bachelor Degree in Engineering, Development studies or related field

B) EXPERIENCE

• 3–5-year experience in the field of WASH construction and rehabilitation working with INGOs/NGOs.

• Previous experience working in the same field is an advantage.

DESIRABLE:

Professional Qualifications.

• Extensive experience in working for NGO or INGOs on Development fields with a minimum of three years of relevant experience.
• Demonstrated capacities to establish and maintain strong, collaborative working relationships with government officials, local organizations, communities and other stakeholders.
• English & Arabic language proficiency (speaking, reading, writing).
• Good writing and reporting skills.
• Ability to multi-task and meet deadlines.
• Proficiency in computer applications (MS Word, Excel, Power point).
