Context/Reporting line:
IOM Iraq, through its various programme units, implements a wide variety of activities related to post-conflict recovery and durable solutions in Iraq. The Transition and Recovery Division works to remove the initial obstacles to Internally Displaced Persons (IDPs) return and reintegration in Iraq’s post-conflict areas and lay the foundation for longer-term recovery, economic development, and reconstruction in general. TRD’s work areas include policy and coordination, including oversight of IOM’s leadership role in Iraq Durable Solutions coordination mechanisms; data including research and the Displacement Tracking Matrix (DTM); and operational activities such as housing and infrastructure reconstruction, livelihoods, cash for work and community engagement, in addition to direct support in facilitating voluntary returns for IDPs who have faced protracted displacement.
Under the general guidance of the Head, Transition and Recovery Division, the overall supervision of the Senior Programme Coordinator ( Durable Solns&ComE) and the direct supervision of the Programme Officer (Transition &Recovery), the successful incumbent will work with all departments in TRD and with partners to ensure that gender equality principles are incorporated into all activities, processes and policies pertaining to programme implementation and that a gender-transformative agenda is promoted through the implementation approaches. S/he will plan, implement, and follow up on gender-mainstreaming and related activities and provide support to IOM staff, partners, and grantees on mainstreaming gender in their programs and activities, including design and implementation of trainings on gender-related topics.
Core Functions / Responsibilities
- Promote and facilitate gender-mainstreaming and gender transformative approaches in the day-to-day activities of RRU programming.
- Under the supervision of the Programme Coordinator and in collaboration with the CE Officer and CE Field Officer, reviews and analyses community engagement process and identifies challenges and issues to be addressed.
- Under the supervision of the Programme Coordinator, contribute to the development of technical guidance, tools and approaches, and coordinate the operational roll out of these tool and ways of working, including through quality monitoring and control of implementation in the field locations across areas of operation. Provides support to the development and roll out of learning materials, training, and guidance to staff on best practices for community-based interventions.
- In collaboration with the CWC and AAP officer, verify communication strategies and feedback mechanisms are gender sensitive and promote the inclusion of women and girls.
- Under the supervision of the Programme Coordinator, provide technical support, mentoring and capacity strengthening to Regional CE and Livelihoods Technical advisers, DS Officers and operational teams for the implementation of gender mainstreaming and gender transformative approaches providing support to field teams.
- Undertake field missions to monitor implementation of gender mainstreaming and gender transformative approaches.
- Help that the different gender perspectives, capacities, needs and resources of the community members are reflected in the rollout of strategies and implementation plans.
- Provide training and technical assistance to IOM staff and the partners on gender mainstreaming and related topics.
- Monitor gender dynamics and trends in the areas of implementation, including to the implementation of dedicated assessments in collaboration with field teams.
- Perform other duties as may be assigned.
Education:
- Bachelor’s degree in sociology, social studies or any related field from an accredited academic university or
Experience and Skills:
- At least 2 years of relevant work
- Experience working in development or humanitarian programming (specifically in International or National NGO/UN) is an
- Computer literacy and skills with specific proficiency in Microsoft
- Reliable, efficient, high level of professionalism, organizational skills, and ability to work under pressure and adhere to strict
- Good analytical skills for financial data, strong eye for detail and
- Ability to prepare clear and concise
- Ability and motivation to travel to areas within the governorate to meet with
Languages:
- Fluency in English, Kurdish and Arabic is required.
